Biographies

Directors
Directors play a critical role in the management of the SBA. They oversee all delegates assigned to their respective borough or division, and respond to all serious incidents involving on- and off-duty sergeants. In addition, they counsel and represent all sergeants, as job-related legal matters require.

Delegates
As the general membership's liaison to the Board of Directors, delegates are responsible for the good and welfare of the members of the command to which they are assigned. Their most important function is keeping members informed and up to date on all SBA business by attending meetings, recording pertinent information and relaying that information back to the membership.

Retired Sergeants Association

Patsy A. Noto, President, Retired Sergeants Association Patsy was appointed to the NYPD in June of 1957. He was promoted to sergeant in December of 1966 and retired from Staten Island Central Booking in August of 1978. During his time with the NYPD he served as SBA delegate and then Richmond County Director from 1973-1978. Patsy is an original member of the Retired Sergeants Association, which was founded in 1995 to work alongside the SBA to improve conditions for more than 5,000 retired sergeants. He served as the organization's vice president from 1999-2002, and was elected president in September 2002. He was also appointed to the position of retiree representative for the SBA. He earned a Bachelor of Arts degree in history from CUNY.

Pharmacy & Therapeutics Committee

Edwin C. Weiss M.D. Dr. Weiss is a Clinical Assistant Professor at the New York University School of Medicine. He has been a practicing physician since his graduation from Medical College of Virginia in 1969. He completed an Internal Medicine Residency at Albany Medical College and a Fellowship in Cardiology at the N.Y.U. School of Medicine. Dr. Weiss serves on the Pharmacy and Therapeutics (P & T) Committee of New York University Medical Center and volunteers his time by also serving on the SBA’s True Health Benefits prescription drug plan’s P & T Committee.
